I have examined the accompanying Ordinance, entilled

An Ordinance to authorize the Construction and Maintenance

of a Harbour of Refuge upon and over certain portions of the Sea Bed and Foreshore situated upon the Harbour frontage at Taikokt sui, Mongkokt sui, and Yaumai, Kowloon, in this Colony,

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructons

This Ordinance authorizes the construction of a Harbour

of Refuge which is to be used by junks, sampans, and other

crafts during a Typhoon.

Section 12 provides for compensation to those who may be injuriously affected and authorizes the Governor to enter into an agreement for the compromise or settlement of such claim.
